On December 2, 2025, the Federal Motor Carrier Safety Administration (FMCSA) denied the National Propane Gas Association's (NPGA) application for a seasonal hours of service waiver between December 15 and March 15, 2026.
NPGA had applied for the waiver based on recommendations and advice from FMCSA based on responses to emergency waivers granted during the winter of 2025. While NPGA received significant public support for its application, FMCSA found that NPGA did not show that the waiver would provide an equivalent level of safety to existing hours of service regulations.
FMCSA also claimed NPGA did not provide a safety analysis of the impacts of the proposed seasonal waiver. NPGA will be evaluating the seasonal waiver application in the coming months and considering all available options. NPGA will continue to seek emergency regional waivers under necessary conditions, as it has every year, to ensure safe, reliable delivery of propane in challenging conditions.
