Alternative Fuel Tax Extender Legislation Introduced in House

Washington, DC (July 27, 2017) — The National Propane Gas Association (NPGA) reports that a bipartisan group of U.S. representatives has introduced H.R. 3264, a bill that would extend several of the expired tax extenders. For the propane industry, the bill includes a five-year extension of the alternative fuel tax credit. The legislative effort to retain the credit is being led by Reps. Diane Black (R-Tenn.), Ron Kind (D-Wis.), David Valadao (R-Calif.), and Jim Costa (D-Calif.).
The credit expired at the end of 2016 and has not been renewed. Under H.R. 3264, the credit would be $0.50/ gasoline gallon equivalent (GGE) of propane for 2017 and 2018, the same amount as 2016. In 2019, the alternative fuel tax credit would decline to $0.37/GGE, which is 75%...

Vessel Over-Availability Drives VLGC Freight Rates to 10-Month Lows

(July 24, 2017) S&P Global Platts reports that very large gas carrier (VLGC) freight rates for routes out of the U.S. Gulf Coast have dipped to 10-month lows on an over-availability of vessels as propane cargo cancelations continue to plague the market. Freight rates to Northwest Europe from Houston have fallen to $20 a metric tonne, while the route to Japan was unchanged in mid-July at $43 a tonne. But both were at lows not seen since September 2016. “There’s lots of ships so the Gulf market will continue cratering,” a broker told S&P Global Platts. Rates to Japan have fallen $14 from the June high of $57 a tonne, while the route to Europe has lost $7.50. The consultancy reports that VLGC freight rates...

DOT Clarifies Legal, Medical Marijuana A Prohibited Schedule I Drug

The U.S. Department of Transportation’s (DOT) Office of Drug and Alcohol Policy and Compliance has issued notices clarifying that although some states have passed initiatives to permit the use of marijuana for recreational or medical purposes, such legislation has no bearing on DOT’s regulated drug testing program. The office said it had received inquiries about whether state initiatives will have an impact upon the Department of Transportation’s longstanding regulation about the use of marijuana by safety-sensitive transportation employees—pilots, school bus drivers, truck drivers, train engineers, subway operators, aircraft maintenance personnel, armed transit security services personnel, ship captains, and pipeline emergency response personnel, among others. “The Department of Transportation’s Drug and Alcohol Testing Regulation—49 CFR Part 40—does not authorize the use of Schedule I drugs, including...

Incoming PERC President and CEO Seeks To Understand the ‘Soul of a Marketer’

During his time as chief business development officer at the Propane Education & Research Council (PERC), Tucker Perkins has seen many bright spots, and some not so bright. Perkins, who in May 2017 was named the new president and CEO of PERC, mentioned developing relationships with manufacturers of propane products as one bright spot of his tenure. However, he notes the main highlight of his time with the council is less tangible than specific milestones. “One thing I’m most proud of is the start of a cultural shift at PERC to really understand the soul of a marketer, to understand what the pressures are on a marketer,” he stated. “That’s a tall order as you think about how varied that can be. Are you talking...

    Significant Partners in Propane Autogas

There’s a movement afoot when it comes to propane autogas training — research and promotion. Federal, state, and local agencies, the Propane Education & Research Council (PERC), and academia are combining efforts to take the clean-burning fuel to new heights. “Propane vehicle sales are expected to increase from 12,900 in 2014 to about 34,750 per year by 2020, and then to about 52,500 vehicles per year by 2025,” according to ICF International’s 2016 Propane Market Outlook. “While the introduction of new vehicles and engines has been slower than anticipated, and greater market penetration will be delayed somewhat by the decline in the propane fuel cost advantage caused by lower oil prices, the availability of new emissions-certified engines and the growing acceptance of propane vehicles by commercial vehicle...

NPGA: Data Shows Primary U.S. Propane Inventories Accelerating

June 2017 data shows the U.S. propane inventory build is accelerating, reports the National Propane Gas Association (NPGA). May 2017 saw a sharp drop in export demand due to a closed arbitrage as Japanese inventories reached required levels. The fall in exports helped lift U.S. stocks from a critical inventory of 18.6 days of supply at the end of April to 27 days at the close of May. The association’s latest Trend Report observes that inventory has started to outpace that of 2013. However, even with aggressive builds the U.S. was at extremely low days of supply historically at the beginning of June. NPGA cautions it will be extremely important to monitor propane inventory builds through the summer months to determine the upcoming winter situation....
