Feature ArticlesThe ongoing extended period of lower oil prices, while a benefit to consumers, also triggers energy-security concerns by heightening reliance on just a small number of low-cost producers, notes the Paris-based International Energy Agency (IEA) in its flagship 2015 World Energy Outlook released Nov. 10. Another risk is a sharp price rebound if energy investment falls short. However, the report finds that the plunge in oil prices has set in motion forces that can lead the market to rebalance through higher demand and lower supply growth, although those adjustment mechanisms rarely provide a smooth transition. “It would be a grave mistake to index our attention to energy security to changes in the oil price,” said Fatih Birol, IEA executive director. “Now is not the time...

PERC Selects Agency for Consumer Marketing Campaign
After an extensive search, Propane Education & Research Council (PERC) has chosen The Richards Group of Dallas, Texas, as the agency for a multimillion-dollar consumer education campaign that will roll out in 2016. The Richards Group, the largest independent advertising agency in the country and the winner of numerous awards, will help PERC carry out an integrated campaign designed to persuade existing propane customers to buy additional propane-fueled equipment and prospective customers to switch to propane for a variety of applications in the home, including space heating, water heating, cooking, clothes drying, and fireplaces. A team of industry leaders headed up the agency search. They included Scott Brockelmeyer of Ferrellgas and Kirk McKullick of Growmark, chairman and vice chairman, respectively, of the PERC Advisory Committee's... -

PERC’s 2016 Market Outreach Plans
New construction, remodels, and switching out products such as water heaters that use other energy sources will be the key areas of focus of the Propane Education & Research Council’s (PERC) 2016 Residential & Commercial Market Outreach Plan, which the council approved at its meeting Nov. 5 and 6 in Boca Raton, Fla. The council approved a $47.6-million budget that includes a consumer marketing campaign, ongoing outreach programs aimed at key market sectors, safety and training, and research and development programs. PERC offered some insight on how its outreach programs will work now that its consumer education activity has been restored after a six-year restriction triggered by a Commerce Department price analysis in 2009. After the restriction was lifted earlier this year, a task force... -

Year-End Report: State Associations’ Work Continues As 2015 Winds Down
The state propane gas associations continued advocating for members in 2015, working in areas such as increasing membership, preventing natural gas expansion, enacting state propane education and research councils, and offering training courses to members. The association presidents — primarily propane marketers — help to lead those efforts. All of the state association presidents, chairs, and executive directors featured in this article expressed pride in the quality of services they offer to propane marketers, which also include providing a voice on state legislation, overseeing special events and conventions, and holding back on over-regulation. Many state propane gas association representatives sent BPN brief write-ups covering their accomplishments and top issues on their agendas. These write-ups follow: GeorgiaJenni McKeen, executive director of the Georgia Propane Gas Association, reports: “The year... -
Propane Outlook to 2025: Growth in Residential New Construction
As the residential housing market continues to improve, the overall number of propane customers is expected to increase from now to 2025. However, total residential sales are expected to continue a slow decline as improvements in efficiency offset customer growth. Residential and commercial markets also will continue to face significant threats from electricity and natural gas, said Mike Sloan, principal for ICF International (Fairfax, Va.). Sloan, making his comments at a meeting of the Propane Education & Research Council (PERC) meeting Nov. 6, provided some highlights of ICF’s 2016 Propane Market Outlook, which was scheduled to be released soon after the meeting. He added that long-term efficiency trends will continue to reduce the amount of propane used per customer. Commercial markets are expected to remain... -

Excise Tax Rate on Propane Autogas Permanently Reduced January 1, 2016
The National Propane Gas Association (NPGA) reports that federal law will soon be making it easier for Americans to use propane autogas. Effective January 1, 2016, this law permanently reduces the tax rate on propane autogas and levels the playing field for all alternative fuels. Why is this important to the propane industry? One gallon of propane contains 73 percent of the energy contained in one gallon of gasoline. In other words, it takes 1.37 gallons of propane to equal the energy value of one gallon of gasoline. However, both fuels are taxed at the same rate under current law. Because of this energy disparity, consumers pay more in taxes for propane autogas than for gasoline. For example, a gasoline-powered truck using 20,000 gallons in a... -
CleanFUEL USA and the State of Texas Celebrate a Decade of Propane School Buses
Texas Gov. Greg Abbott proclaimed Nov. 30 – Dec. 4 as “Texas Propane School Bus Week,” citing the vital role propane autogas plays in powering thousands of school buses in districts across the state. The week celebrates the 10th anniversary of the initial meeting attended by various industry representatives that sparked the development of the first OEM, factory-produced propane school bus. Since that first meeting in 2005, according to the Texas Railroad Commission, more than 2,600 propane-autogas-powered buses are now currently in operation in school districts across the state with more than 400 school districts operating over 7,000 propane autogas school buses across the country. “The state of Texas is commemorating a substantial milestone in propane autogas and student transportation,” said Donaldson, president of CleanFUEL... -
Natural Gas Engagement a Hot Topic at World LPG Forum
Opportunities resulting from the historical low price of LPG and suggestions that the world LPG industry should be more engaged with the natural gas industry were among the various hot topics under discussion during the World LPG Forum, which took place Sept. 28 to Oct. 2 in Singapore. James Rockall, CEO of the World LPG Association (WLPGA), told BPN after the event that the Forum usually focuses more on the distribution side of the business and on cylinders or tanks. But “Expanding Horizons” was the theme for this year’s event, and the association sought to move “beyond the bottle.” “Our industry is bigger than that,” Rockall explained. “Our industry involves companies that are producing LPG and who are shipping it. The investment that we’ve seen... -
